Fall leaves, debris blamed for city floods after rainstorm

Residents at a North York apartment building were left with a metre of water in their garage after a nearby park basin clogged up from Thursday night’s rainstorm. Fall leaves blocking the catchbasin were blamed for the flooding there and other areas.
