A comparison of five major cities places Toronto at the bottom of the list when it comes to spending on culture.
Hamilton-based Hill Strategies reported Toronto spending $46 million on arts and culture in 2009, breaking down to approximately $19 per resident – almost half the average among the five cities.
Montreal came in at the top, with almost $55 per capita.
Other cities included in the study were Calgary, Vancouver and Ottawa.
