I use to live in this area, most of these young hooligans are goofy students of colleges around the area, they are untouchable by cops until its life threatning, the assualts on strangers is common esp on weekends when they drink. Back in 2013 late night i seen these students waving their genitalia at strangers, George Brown & Ufof T dont do anything expelling these trouble makers.

If it happened in a campus building, things might be different.
