Outside workers closer to strike or lockout after city granted no-board report

The city of Toronto’s 4,200 outdoor workers moved closer to a possible strike or lockout on Thursday after the city received a no-board report from the Ministry of Labour.
Outside workers, which include garbage crews, water and parks staff, will now be in a legal strike position as of 12:01 a.m. on Friday, February 19.
The city will also be in a legal lockout position at the same time.
In a release, Toronto City Manager Peter Wallace says the city has “contingency plans in place to address key city services in the event of a labour disruption.”
“It’s important to note, however, that we are still actively bargaining with Local 416 and we are working hard to reach a negotiated settlement. Ultimately, we want an agreement that will allow us to improve city services for residents and businesses. We are willing to conduct meaningful negotiations 24/7 to reach an agreement.”
The city has been negotiating with the union since October.
