Doug Ford insists mayor is in rehab program

Rob Ford’s brother, Doug Ford, insisted Wednesday that the mayor is in an in-patient rehab program outside Toronto, but some are skeptical particularly since he’s been taking phone calls with some councillors and a reporter.
