Kachkar to continue to get escorted passes: appeals court

The Ontario Court of Appeal has upheld a decision to allow the man who killed a Toronto police officer with a snowplow in January 2011 to have escorted passes into the community.
The province’s top court said the decision by the Ontario Review Board granting Richard Kachkar the privilege was reasonable.
The Crown had argued letting him out into the community was premature and potentially dangerous.
However, the review board ruled any risk could be safely managed.
Kachkar was charged with first-degree murder after he stole a snowplow and killed Sgt. Ryan Russell in downtown Toronto.
The jury found him not criminally responsible by reason of a mental disorder in March 2013 and he has been held at a mental health facility in Whitby.
