Escorted community visits upheld for Kachkar who killed Toronto cop

A decision allowing Richard Kachkar, who killed a Toronto police officer with a snowplow, escorted passes into the community was reasonable and should stand, Ontario’s top court ruled Tuesday. Ryan Russell’s wife said it was “a slap in the face.”
