A coroner’s jury in the Jeffrey Baldwin inquest made 103 recommendations. The victim was a healthy baby when he and his siblings were placed in the care of their grandparents, but when he died just shy of his sixth birthday his weight was that of a 10-month-old infant. Irwin Elman, Ontario’s Advocate for Children and Youth and Mary McConville, Executive Director, Catholic Children’s Aid Society of Toronto, spoke about the recommendations.
