Toronto police chief Bill Blair has announced former Supreme Court justice Frank Iacobucci will head up an internal review into the use of force by police.
Retired judge Dennis O’Connor withdrew his service on Wednesday because of a conflict of interest.
O’Connor works for the law firm, Borden Ladner Gervais LLP, which represents the insurers of the Toronto Police Service in civil suits that deal with use of lethal force. Some lawyers for the victims’ families had objected, O’Connor said.
Blair announced the investigation just weeks after Sammy Yatim, 18, was fatally shot by a police officer while brandishing a knife on a TTC streetcar on July 27. Const. James Forcillo, 30, is facing second-degree murder.
Yatim’s death sparked public outrage after it was captured on surveillance and cellphone videos in which nine shots can be heard.
The Special Investigations Unit is investigating the circumstances of the teen’s death and Blair said he was conducting the separate probe to see if police procedures and training were followed.
