Critics have complained that bill C-38, which the federal government calls the jobs, growth and long-term prosperity act, is too broad for proper consideration.
The tory majority also pushed for a commons motion that will limit the length of debate on bill-38.
The bill contains a number of budget provisions including controversial changes to old age security.
It also amends about 60 different laws, eliminates a half dozen others and rewrites the Canadian environmental assessment act.
The conservatives want the bill passed before the summer.
